There is a location in Broken Shore called Deliverance Point that has a tower next to the flightmaster. Travel to Broken Shore that is located on an island next to Legion Dalaran in Broken Isles. How to enter Legion Mage Tower Timewalking Then it will be up for 1 week which is the same timeframe as the other Timewalking events.
Legion Timewalking will be up for 2 weeks the first time it comes out. On the PTR you will see that the first Legion Timewalking is up on 7 th of December in US and 8 th of December in EU.
Mage tower will be available when Legion Timewalking is up.
